The Department of Civil Engineering started in 1970 as one of the five engineering departments of the School of Engineering of the former College of Science and Technology, Port Harcourt, running only diploma programmes. On the 6th of August, 1980 the Rivers State University of Science and Technology was established by law and all the assets and liabilities of the then College of Science and Technology were inherited by the University. Thus, the School of Engineering became the Faculty of Engineering with Departments of Chemical/Petrochemical, Civil, Electrical, Marine, and Mechanical Engineering.
The Civil Department is noted for providing outstanding consultancy services. The University has benefited from these services in many of her developmental efforts. Being located in a major industrial centre, the Department has enjoyed the patronage of many constructions and industrial organizations in and around River State, especially in the areas of soils and concrete testing. The Department had a contract with Shell Petroleum Development Company for the Provision of Quality Control and Laboratory Testing Consultancy Services, which ran into millions of naira per year. Also, from the inception of the Oil Mineral Producing Areas Development Commission (OMPADEC) now Niger Delta Development Commission (NDDC), the Civil Engineering Department had been one of her major Consultants on roads, water and geotechnical investigation projects. Indeed, the department is unique in making enormous and enviable contributions towards the consultancy efforts of the University.
The Department has published a programme prospectus which contains adequate information to students and the general public on the Bachelor of Technology (B. Tech.) programme of the Department. Another departmental publication deals with the postgraduate programmes, run by the Department.
The B.Tech. Programme is for a duration of five years, consisting of nine semesters of study in the University and one semester and two long vacation periods (12 months) of compulsory practical training in industry. The programme was approved by the Council of Registered Engineers of Nigeria (COREN) after the first visitation in 1984, and also had accreditation by the National Universities Commission (NUC) in 1990.
The department produced her first batch of B. Tech. graduates at the end of the 1984/85 session; and to date over 800 students have graduated from the B. Tech. Programme.
An intermediate level technicians programme leading University Diploma (UD) was phased out with the establishment of the River State Polytechnic, Bori in 1987.
Considerable effort has been made during the past 32 years to strengthen the department in terms of the quality of programmes, number and quality of staff, facilities and equipment. The Soil Mechanics, Structures, and Concrete, Hydraulics and Asphalt Testing Laboratories have all been equipped within this period to meet the challenges and requirements of running B. Tech. and higher degree programmes in Civil Engineering.
The Department has been involved in a variety of research programmes. Individual research projects and collaborative research are mainly in the areas of Structural Engineering, Geotechnical Engineering, Transportation/Water Resources Engineering and Materials. The emphasis is to develop appropriate technology, aimed at finding solutions to problems of local interest. The number of research publications of staff has increased considerably over the years.

PROGRAMME EDUCATIONAL OBJECTIVES (PEOs)
Civil engineering involves the planning, design and construction of structures, systems and infrastructure that positively support the future development of our society. Civil engineers require a wide range of knowledge and skills from understanding hydraulics and soil mechanics to structural design and construction management. ENGR. PROF. EMMANUEL OSILEMME EKWULO is a Professor of Highway Transportation Engineering in the Department of Civil Engineering, Rivers State University, Port Harcourt, Nigeria. He is currently the Head of Department of Civil Engineering, Rivers State University. He obtained Bachelor of Technology (B.Tech.) degree in Civil Engineering from the Rivers State University, Port Harcourt, Nigeria, Master of Technology (M. Tech – Highway Transportation Engineering) degree from the Rivers State University, Port Harcourt, Nigeria, and Doctor of Philosophy (Ph.D.) in Civil (Highway) Engineering from the Department of Civil Engineering, University of Nigeria, Nsukka. Engr. Prof. Ekwulo is a Corporate member, Nigeria Society of Engineers (NSE). Fellow, Nigeria Institution of Highway and Transportation Engineers (NIHTE), Registered Engineer, Council for the Regulation of Engineering in Nigeria (COREN). His academic, industrial and research experiences span more than twenty-two (25) years. He has successfully supervised over ten (20) Masters and two (2) Ph.D. degree students. He is currently supervising numerous numbers of master’s and PhD candidates. He has participated in many local and international conferences where he presented papers. He is currently a Peer Reviewer for some journals, and has over forty-five (45) scientific papers published in local and international journals. His research interests/area of specialization are in the areas of material testing, and layered analysis and design of highway pavements.
