Centre Of Excellence In Marine Offshore Engineering

Introduction

The Centre of Excellence in Marine and Offshore Engineering was commissioned on Thursday, 1st June, 2017 and academic activities started in April, 2018 with the first set of ten (10) students. The Centre was set up by Shell Petroleum Development Company as a new initiative in its University Assistance Programme, to strengthen the intervention strategies from ‘within’ the university environment. Domiciling the Centre of Excellence within the university environment will also serve as a rallying point for research and development, and sponsored discipline experts (sabbaticals, Professorial Chairs, etc) of the company and the Joint Venture partners which include The Nigerian National Petroleum Company (NNPC), Total Exploration and Production Nigeria (TEPNG) and the Nigerian Agip Oil Company (NAOC).

It is expected that this effort will within a short time attract support of other stake holders and broaden the collaboration to include players in offshore oil and gas sector, and maritime companies operating in Nigeria, as well as those providing consultancy and other specialized services across the spectrum of the maritime industry. 

The Centre is governed by a Trust Deed and Governance Framework between the Industry (SPDC) and the Rivers State University.

The Centre of Excellence in Marine and Offshore Engineering has the following goals

  • Provide a base with the needed up-to-date technology, requisite knowledge and skilled resource groups that will be available to carry out state-of-the-art studies and research effectively.
  • Offer a forum where University and Industry professionals can collaborate and interact to share knowledge and develop skills
  • Train Marine and Offshore Engineering graduates that will have the skills and competences required for effective performance at the work place at the end of their training.

To be a global Centre of Excellence for development of highly skilled Engineering manpower, and Technology for the Maritime Industry and in particular for the responsible exploitation of Offshore Oil and Gas, Renewable Energy and other Ocean Resources.

In line with the vision and mission statement, the academic programmes at the Centre of Excellence are designed to develop highly skilled professional graduates in all key areas required in the maritime sector and in particular, in the offshore oil and gas sector, ranging from research and development, design, construction/installation, to operation and maintenance of equipment and facilities.

To train highly skilled industry-ready professional manpower at the postgraduate level in marine and offshore engineering that will be ready for opportunities in the Oil and Gas Industry, Maritime Industry and the Academia within and outside Nigeria

Programmes

The programmes conform to the specified standards and satisfy the requirements of the NUC Benchmark for Minimum Academic Standards (BMAS).

At completion of the programme, graduates of the Centre would have acquired the requisite skills to make them fully functional and ready for opportunities in the maritime and oil and gas industry. A successful completion of the academic programme will lead to the award of Master of Technology (MTech) degree of the Rivers State University in:

  • Marine Engineering
  • Naval Architecture
  • Offshore and Subsea Engineering

Every graduate will also be awarded the Certificate, named “Diploma of the Centre of Excellence (DCoE)”

The programmes are designed to cover a minimum period of eighteen (18) months that includes six (6) months of internship geared towards executing a practical research project in an Offshore Oil and Gas Exploration and Production Company.

Apart from the training that will be given through a wide array of subject modules, students will also be exposed and equipped with up-to-date knowledge of recent concepts and skills, technological know-how, work flows and leadership training to make them functional and productive in a dynamic technology driven world. This unique feature of the training ensures that the graduates are employable and adaptable and very relevant to the oil and gas industry in particular and the maritime industry in general. In order to achieve this, the Centre has been equipped with the following:

  • A modern marine hydrodynamics laboratory with the necessary hardware and software to conduct experimental work on marine crafts, floating and fixed structures and associated systems.
  • Engineering hardware and software to carry out various analyses that are related to development, design, installation/construction, operation and maintenance of equipment and facilities in the stated disciplines.
  • Computer Facility for training and development of specialized engineering software as well as a – wide Information Technology (IT) facility/infrastructure for both teaching and research. 

A cardinal focus is that graduates of the Centre acquire the requisite academic foundation and develop a mindset and intellectual orientation that respond to problem solving challenges.

Administrative Structure Of The Centre

The Centre of Excellence in Marine & Offshore Engineering, Rivers State University, Port Harcourt is one of the two Centre’s of Excellence currently sponsored by SPDC and its joint venture partners in the Niger Delta region. Consequently, the Director is responsible directly to the Vice Chancellor who is the Chairman of the Board of Trustees for the day-to-day running of the Centre.

Profile Of Current Director Of The Centre

Engr Dr Charles U Orji is the current Director of the SPDC/Joint Venture sponsored Centre of Excellence in Marine and Offshore Engineering. He is highly innovative, skilled and focused with a result-oriented attitude. He has a commendable academic background. Before his appointment as the Director, he was and still remains a Lecturer in the Centre of Marine Engineering in the Rivers State University, were he held several administrative positions including – Departmental Examinations Officer, Student Level(s) adviser, Faculty of Engineering Sexual Harassment committee secretary, Library Committee Member, , Secretary of the Faculty of Engineering Conference Committee etc.

Engr. Dr Charles U Orji is a Professional Engineer per excellence. He is a member of the Nigerian Society of Engineers (MNSE) and registered with the Council for the Regulation of Engineering in Nigeria (COREN). As a global professional, Dr Orji is an associate member of the Royal Institute of Naval Architects (RINA). He was the pioneer assistant secretary of the NSE Omoku branch in Rivers State. In addition to his Bachelors of Technology degree (B.Tech) in Marine Engineering from the Rivers State University of Science and Technology, now Rivers State University, he holds a Master of Science degree (MSc.) in Mechanical Engineering from Northumbria University in UK. And also, a Doctor of Philosophy degree (PhD) in Marine Technology from the Prestigious Newcastle University, UK with research interest in Marine/Offshore Hydrodynamics, Vessel Motions and Naval Architecture.

As an academic, he has over twenty-five research papers published in Local and International journals to his credit and has also attended several Local and International Conferences where he made presentations. Away from academics, he has also served Nigeria in politics as returning officer in both State and National Assembly elections.  

Dr Charles U Orji is a family man, happily married to his wife, Mrs Gladys and the marriage is blessed with lovely children.

Duties And Responsibilities Of The Centre

The duties and responsibilities of the Centre is teaching and research geared towards bridging the gap between the academia and the industry.

The Centre train highly skilled Marine/Offshore Engineers and Naval Architects that can be readily employed in the various areas of the Maritime Industry as well as providing a platform for graduates to undertake Postgraduate studies/research in Ship power plants and engines/machinery, Naval Architecture, Offshore Engineering, Subsea Engineering, and other related disciplines. The Centre provides a highly functional environment for students to acquire sound and extensive knowledge in the theory and practice of ship design and construction, ship power plants and equipment design and repairs, shipyard and large components/units/systems fabrication processes, offshore systems/structures design, construction and operations, including quality and safety assurance.

The Centre of Excellence Marine and Offshore Engineering has the following academic programmes:

  • Doctor of Philosophy (Ph.D. : coming soon)

The M. Tech and PhD programmes are offered in the respective Marine Engineering disciplines as follows:

    • Marine Engineering (Ship Power Plant)
    • Naval Architecture and Ship Building
    • Offshore/Subsea Engineering

Uniqueness of the programme

The academic curriculum has been developed as a rich and intensive Master’s Degree programme with admission requirements limited to top Bachelor’s degree graduates (i.e. with first class or high second class upper divisions). The main goal is that graduates of the Centre acquire the requisite academic foundation and develop a mindset and intellectual orientation that respond to problem solving challenges.

Upcoming Events  

The Centre of Excellence in Marine and Offshore Engineering is looking forward to commencing an industry solution based PhD programme. The centre is also pursuing collaborations with marine companies to enable the inclusion of training for Marine short courses in our programme. 

Programme Philosophy 

The academic programmes in the Centre of Excellence are designed to graduates students with advanced academic training and exposure to practical applications in all key areas of the maritime industry, and in particular, in offshore oil and gas, renewable energy and natural resources exploitation. Job opportunities for the graduates range from research and development, design, construction/installation, to operation and maintenance of equipment and facilities. The programmes conform to the specified standards and satisfy the requirements of the NUC Benchmark for Minimum Academic Standards (BMAS). At completion of the programme, graduates of the Centre would have acquired the requisite skills to make them fully functional and ready for opportunities in the maritime and oil and gas industry and in academia. 

The programmes are designed to cover a period of eighteen (18) months that includes six (6) months of internship geared towards executing a practical research project in an offshore oil and Gas Exploration and Production Company. Each programme consists of fourteen (14) general courses (which are common to all three programmes/options) and a set of seven (7) specialized courses. Courses are divided into modules with each course consisting of one (1) module or more. Course modules are taken one at a time and each module consisting of lectures, tutorials and/or laboratory exercises are delivered over 40 hours, mostly (Monday to Friday). Continuous Assessment Tests are delivered at the completion of each module. 

The Masters programmes in Marine engineering are designed to apply the basic principles of the physical sciences of mathematics, physics, chemistry, geotechnics, marine hydrodynamics as well as the various engineering principles for the safe and efficient design, construction, maintenance, and management of marine systems.

Achievement Of The Centre

Staff of the Centre of Marine Engineering have won research grants from the South Korean Government, Petroleum Technology Development Fund (PTDF), and Canadian Government for PhD sponsorship in various Universities abroad. A locally fabricated CNC Machine was designed and built, and has been exhibited in several exhibitions within and outside the Centre.

Also is a top-notch design and construction research project of an “amphibious air-boat” capable of traversing both land and sea; particularly suited for the mudflats or shallow-water coastal regions where deep-draft vessel cannot access. This project has been severally exhibited internally and externally with appealing nods from captains of Industries and spectators.

The Centre of Excellence in marine and offshore Engineering is aimed at the following:

  • To provide a base with the needed up to date technology, requisite knowledge and skilled resource groups that will be available to carryout studies and innovative R&D.
  • To provide the best academic environment needful for diligent scholarship aimed at service for humanity. 
  • To expose students to the importance and tenets of research and development deriving from the concepts and techniques of Science and Technology for the sustainable development of the Maritime Industry and the society in general. 
  • To offer a forum where university and industry professionals can collaborate and interact to share knowledge, solve problems and develop skills
  • Training of Marine and Offshore Engineering graduates that will have the skills and competences required for effective performance at work place at the end of their training.

Prospects Of The Centre

Career Opportunities and prospect

The goal of the programme is to provide a postgraduate/Master’s degree level training that will enable graduates effectively perform high level marine and offshore engineering functions and related/associated tasks as well as in other allied engineering disciplines. The training is tailored towards developing the intellectual capacity as well the essential skills required of an engineer to carry out general and specific specialists’ functions in the following areas of activity: 

The general functions include;

  • Planning, Design, Construction/Installation, and Operation and Maintenance of various types of Marine Crafts, Offshore and Subsea Structures and Systems.
  • Application of Scientific and Engineering/Technical knowledge and skills to provide practical solutions for safe and cost effective means of responsibly exploiting ocean resources.
  • Inventing/Creating/Devising means of overcoming natural and man-made challenges in the maritime space/environment.
  • Use of Scientific methods/techniques for the optimal management of resources 

Specific tasks include;

  • Work in technical teams to carry out techno-economic analysis of new projects as well as upgrading/expansion and revamping of existing facilities
  • Carry out high level engineering tasks in specialized marine systems design projects
  • Participate as technical specialist in execution of marine and offshore equipment and facilities construction/installation.
  • Carry out various levels of technical and management functions in the operation and maintenance of marine and offshore equipment and facilities.
  • Plan and participate in training and other skills development activities
  • Liaise with quality and safety assurance, as well as statutory agencies 
  • Perform collaborative functions between different fields of specialization within an organization and also with external bodies.
