Prof. Opuenebo Binya Owei was born on the 21st of April 1952. She hails from Buguma, in the Asari-Toru Local Government Area of Rivers State. She holds a B.Sc. (Hons) degree in Geography (1974) from the University of Ibadan, M.Phil. in Town Planning (1978) from the University College, London and a PhD (1994) from the University of Port Harcourt.  

She started her career with the Rivers State University  (then Rivers State University of Science and Technology) in 1983 as a Lecturer II and rose to the rank of a Professor of Urban and Regional Planning in 2014. Prof. Owei has not only performed her duties in teaching and research but has equally been involved in University Administration at the Departmental, Faculty and Committee levels and has held the following positions in the University and beyond: Former Head of the Department of Urban and Regional Planning,  Faculty of Environmental Sciences from 1992-1996; former Dean, Faculty of Environmental Sciences between 1999-2001 and 2011-2015; External Examiner  Federal University of Technology, Yola; External Examiner Ahmadu Bello University, Zaria 1991; External Examiner University of Nigeria, Nsukka 1999 and 2002; External Examiner University of Uyo 2012 and 2015; former Member, Senate Students Disciplinary Committee between 1999-2000 and 2011-2015; Member, University Senate from 2000 till date; former Member, Postgraduate School Board from 2012-2015; Rivers State Representative in the Town Planners Registration Council of Nigeria (TOPREC); Chairman, TOPREC Examination Board and Bureau Member International Society of City and Regional Planners (ISoCaRP) from 2001-2014.

Prof Owei is a chartered Town Planner, a fellow of the Nigerian Institute of Town Planners and a former Vice Chairman of the Nigerian Institute of Town Planners, Rivers State. As a consummate Professor and scholar, Prof. Owei delivered the 51st Inaugural Lecture of the Rivers State University on the 17th of January 2018 on the title “Global Urban Transformation and the Challenges of Building the 21st Century Nigerian City”.  She has to her credit: 34 Journal papers, 10 Chapters in books, 19 Refereed published conference papers and 9 technical Reports. 

She has supervised a plethora of graduate and postgraduate researches including 13 M.Phil Theses; 2 PhD Theses and 3 Professional Theses. She has mentored and produced several graduates and Professors including a Professor who is currently teaching at the University of Lagos, Nigeria. 

Prof. Owei is a God-fearing, committed and devoted Christian with the Baptist denomination. She was a member of the Governing Council of Bowen University, Iwo between 2003 and 2011. She is blessed with children and grand-children.

She was appointed Deputy Vice-Chancellor (Academics) by the 12th Governing Council in 2019 and later appointed Acting Vice-Chancellor of the Rivers State University by the Executive Governor of Rivers State and Visitor of the University, His Excellency, Nyesom Ezenwo Wike, CON, GSSRS, POS (Africa), on Saturday 3rd August, 2019. 

Prof. Owei has therefore made history as the first female Acting Vice-Chancellor of the Rivers State University, Nkpolu-Oroworukwo, Port Harcourt, Nigeria.
