Born over 4 decades ago, Sir Dr. Tony A. Francis is an indigene of Elele–Alimini in Emohua Local Government Area of Rivers State, Nigeria. He has the following academic qualifications, apart from his O’Level certificate, namely:

• Interim Joint Matriculation Board Examination A’ level certificate of the Ahmadu Bello University, Zaria.
• Diploma in Applied Theology of Faith Bible Institute, Port Harcourt.
• Bachelor of Laws (LLB) degree of the Rivers State University of Science and Technology (now Rivers State University), Nkpolu – Oroworukwo, Port Harcourt.
• Barrister at Law (BL) of the Nigerian Law School.
• Master of Laws (LLM) degree of the University of Ibadan; and
• Doctor of Philosophy in Law (PhD) of the Nnamdi Azikiwe University, Awka, Nigeria.

Called to the Bar in 2008, following which he is an active member of the Nigerian Bar Association (NBA), and Nigerian Association of Law Teachers (NALT), Dr. Francis is lecturer 1 in the Department of Public Law, Faculty of Law in the Rivers State University, his Alma Marta, where he lectures the undergraduate and postgraduate students on: Environmental Law; Law of Evidence; Oil Mining Law and Environmetal Law and Policy. He has over 30 academic publications in reputable journals, as well as several academic awards to his credit.

With vast experience in active legal practice nearing 2 decades, Dr. Francis who is also a Knight of St. Christopher of the Church of Nigeria (Anglican Communion) is happily married to Lady Dr. Legborsi Tony-Francis, a legal practitioner and law lecturer; and they are blessed with three adorable children.
